Are you saying a brass post has a wine stain on it? Not quite sure how that would happen, but if warm water doesn't take it off, it may have disrupted the laquer that was put on over the raw brass to protect it's shine. If that is the case the laquer may have to be removed, brass re cleaned and then re lacquered.

if it is pure brass... does a magnet cling to it... if it does... it is a brass coating. Use WD40 to clean pure brass.
