Decorative concrete units are relatively inexpensive and easy to install.
Railroad ties or 4x4's are cheap and all you need to put them in is rebar long enough to go two to three feet in the ground for stability if it is going to very many ties tall. Just predrill holes through them so that they match to pound in the rebar to the top of the top tie. Without a picture it is hard to know how high or long you need to build the retaining wall to give better details.
