Is there a fan in the bathroom....sounds like a moisture issue
There may be some moisture in the wall. Maybe you will have to call in a professional.
You may have had some moisture there or it was the wrong process. The only thing you can do now is to sand off the rough spots, re-prime and then paint again with latex.
Do you have an exhaust fan? If not, you may have too much moisture in the bath as well as moisture in the wall. Are the spots near any internal piping? If so you may have to have a professional check it out.
