I woukd consider a lacquer spray paint for the most professional result.

if you are going to see the frame when it's finished, I'd use a RustOleum brand in the color/high gloss finish -- has to be totally clean, free of rust or any cleaning products; Most of RO's products have 'primer' included ... follow directions for temperature / dry time/ second coating ... you may want to remove all hard wear ( screws, etc. ) and paint them separately before reassembling the frame.
Roller 2inch......use brush for crevices if there are some......
Spray paint. Use light long strokes. And several, several coats. Finish with a clear lacquer sealer. With spray paint always take your time. Good luck.
