Brick is porous. The oil stain may be there for good. Try using some baking soda and water and make a paste. See if that will get some of it up. As for the paint, if it's latex, use a stiff brush and you may be able to get it off with soap and water. Oil, try the soda again. Good luck.
If the paint is latex, I've had great luck using Krud Kutter. Not sure about the oil, but I would try the Krud Kutter on it, too. Then clean with a scrub brush.
