Its been my experience with insulated drapes that the rubber backing will peel if exposed to hot water. Then light gets through making them look blotchy. Definitely don't dry them in the dryer.
Most natural fibers dye nicely, but I would guess most insulated drapery is synthetic. Check the label fot fabric content and/or check with dye manufacturer.
