But I didn't find any that will work on black. Do you have a suggestion for a specific product?
You need a phosphorescent paint . You can find this at any business that sells chemical products. Good luck with your project.

One of these might get the job done. Most say best results are over white painted surface.
My understanding and what I have used always had to be painted over a light color like orange, yellow, white or very pale colors.
Rustoleum makes a wonderful glow-in-the-dark paint. I've used it for years on all sorts of things, dark-colored or light. It sprays on clear, so you won't see any change in your statue.
As a side note, I removed the light switch plates from the switches in our bedroom, bath and hallway and sprayed them with the Rustoleum paint so they'd be easier to see in the dark.
Works like a charm and they still glow after nearly 6 years after being painted. Doesn't take much light at all to "charge" them even on cloudy or overcast days.
I purchased it through LampsPlus: https://www.lampsplus.com/products/crescent-moon-34-inch-high-fountain-with-led-light__55373.html
Like I indicated -- It really never worked well as a fountain -- just kind of gurgled. So I decided to convert it to a planter because I really loved the design. FYI: The one I purchased did NOT have an LED light like the one in the link above and is NOT bronze, but black.
