Unfortunately, you will have to scrape off the peeling paint. Paint usually peels cause there is something on the surface that prevented the paint from bonding, and cause you painted water-based latex paint or oil-based paint, or the wall or atmosphere has too much moisture.
Scrape off, give a light sand, and prime with Zinseer B-I-N before painting again.
Is there a water/moisture problem ? It looks like you may have a leak in that spot.

did you use paint for wet areas?
Did you have a stain you painted over? If so you should scrape off paint and apply Stain Block from DIY - when dry re-paint. If not you may have a leak that needs attention.
that looks like dampness, not the paint. Maybe didn't dry out well before painting ? Better check......don't want it falling in on you !
