Fill in the holes and missing areas with sheet rock mud or hole filler and get it nice and smooth with a damp rag once it has dried. Prime the whole thing if you can for best results.

Pjoblake hit the nail on the head for simple to do repairs, that should give you back the smooth wall you need with perhaps some gentle sanding to feather in the edges of the repair.
I had someone come in and do a brocade (sp.?) paint on a bathroom that I had the same problem with. It was reasonable ($50), and is beautiful.
Use no shrink drywall patching compound to fill the areas. Ligthly sand , prime, and paint.
Wash your walls white vinegar & water. Let dry. Use Killz as a primer. Since they are plaster you may have to sand any high spots.
