It has been a long time since I've used my favorite toy/tryke cleaner: ZUD is not available everywhere but I've seen it in hardware and grocery stores. One can lasts a long time. Good luck.
crinkle up some tin foil and rub along the handlebars...that should remove the rust!
Sand it until smooth & clean of rust. Then get silver Rustoleum spray paint from the hardware store. This stuff is good, meant to repair/ cover chrome bumpers on vehicles.
Whink rust remover works great, but don't leave it on too long and use gloves. ..
When I was a kid my Mom made me clean rust off my Dad's chrome car bumpers with Coca Cola...I remember that worked pretty good and I never drank any until I was in my 20's and I haven't had one in decades...and I still have my own teeth...lol
rub some WD 40 on the bars with a soft rag
Naval jelly sold at Walmart, brush on let set for a few minutes and wipe, good as new.
Bar Keepers Friend cleanser and polish (powder), sold at most grocery stores, and a wet rag. Rub and rinse.
I used brillo steel wool pads for the rust, then wash of with damp rag. I then used some turtle wax to polish after it dries.

Use a green kitchen scrubby and WD40. Remove as much as you can. Clean off the residue with some soap and water. Then use Rustoleum spray paint for metal. Tape everything else off. Several light coats of paint will get you a smooth finish.
Pot ash( ashes from fireplace) make a paste and coat the handle bars gently scrubbing ( I like to use my fingers or a soft toothbrush to keep from scratching the item) let it dry well then remove with a soft damp toothbrush and dry rag repeat process as needed.
