I agree to start with a pressure washer, but you will need a commercial grade machine. Concrete is very porous, so paint may be very hard to get off. If it is stubborn, you may have to have it sand blasted. I remember seeing an episode on Martha Stewart where she sand blasted painted concrete planters to give the an aged look...but she only partially sand blasted them.
