No. We rehab homes and if the cabinets can be painted, we do it all the time. People often think it's a brand new kitchen. Our homes have never been devalued because of painting cabinets. It's always increased our value.
If it is done well, and updates the look, it will not ruin the value. If you are unsure of your skills, and are seriously concerned about the value, I would hire a professional. It sounds easy, but they need to be prepped well, and you need to use the right paint.
The most updated fresh look is what will sell a kitchen which also sells the house. The best paint job and hardware will make your kitchen look inviting. Good luck
I am sure it would depend on the initial quality of the cabinets, how well they have been taken care of, and their age. Most buyers looking for a new home are looking for updated kitchens because of the cost of having to redo the kitchen themselves on top of the selling price of the home. You can update a kitchen very well if you either do a very good job repainting the cabinets yourself or having it professionally done.

I have a 70's redo house and have solid wood cabinets from that era. To be a cleaner look and easy cleanup, I use Behr exterior latex on just my cabinet doors taking them from dark brown to beige. When I found out how much it was to gut all the cabinets out, I chose to paint instead. To make it an even cheaper fix. I painted my hardware, also, in spray enamel and redid my old countertops with a broken ceramic tile. I saved a bunch. I love the change with a craftsman look.
