Just sand it. I painted some sad looking plastic chairs 2 years ago. Sanded, washed, let air dry and spray painted. Secret to a good looking finish is to mist on many many layers of paint instead of a couple of coats that are heavier and could very easily run.
try vegetable oil it loosens the paint then use a scraper
