Was there supposed to be a picture? With no picture, I am wondering if you painted with oil paint over latex. Latex (it is rubber, after all) stretches -- so it moves due to humidity and temperature changes in the room underneath the oil paint , which does NOT stretch, and causes it to break up. Whatever the cause, seems like you'll have to sand it all off and PRIME to avoid the cause, then start again.
You may have a humidity issue. Either that or some type of leak in that area. I found that out the hard way.
what paint was applied?Is your ceiling textured or regular?
Check the attic for any problems and then check into the paint used. Oil and Latex do not work well together.
