Have you checked your downspouts and gutters? They could be littered with debris or the down spout itself could be dumping water on the ground. If it is dumping water on the ground it could be draining back towards the house. Is there a slope which angles away from your house to naturally pull the water away? Sounds like you need some waterproofing on the foundation, liquid rubber outside down to the footing, and Drylok painted on the inside of the wall. If there are cracks, Drylok also makes a crack caulking to fill those first.
