Try paint for plastic? They make it for outdoor furniture, why wouldn't it work on glossy wallboard. (My parent s had it in their house, too.)
Wash them, lightly sand after dry, and then use either primer then paint or a good paint and primers in one. Behr is the best I've used over dark walls, but if it's not a very dark color you could use any of the major brands in my opinion they all work well over light walls.
Clean and dry the walls. Prime with a good stain blocking primer like Kilz. The use regular paint for walls. Your color choice.
I would use a bonding primer. Clean and sand first as was mentioned above then coat with a good bonding primer. Behr is a good paint and primer, but will still scrape off due to the vinyl of you dont use the bonding primer first
I think kills may have one or xim peel bond is even better. Good luck!

I they are decals or adhesive sand down the edges and a shellac should cover them. Then you should be able to paint the wall and not tell they were ever there.
just Put coat of primer first and then paint
