In my experience, it does. Make sure to use a high quality paint.
We've used Baer from Home Depot for the exterior. This was a couple years ago and have no problems
We had found the opposite to be true. We used a high quality paint with primer and both times we had problems with peeling and chipping. We then used a primer and paint separately and have had no problems. Wouldnโt waste my time and money again!
Yes, again use good grade of paint with primer. I done this on walls and furniture.
Could the differences in outcomes be due to the initial preparations and/or the weather to which the paint was subjected?

If you go with separate primer and paint done properly there should never be a problem.
