How do I paint over a wall that had stripes painted on it? You can feel the raised edges of the paint stripes. Is there a leveling primer? Really do not want to sand😞

I don't know of a leveling primer. Unless the stripes are really raised, you could probably do a coat of primer (or even some other color you've got extra) in between the raised lines to fill in the depth. Then go over everything with the primer before you paint your desired colors. I agree. Sanding would. . . not be my first choice.
You can also lightly sand down the edges.
