Hi. You'll need to take the sealer off this paint. They don't play well together. The paint needs to be rolled or sprayed on. Sorry.
Here are recipes for chalk paint that work perfectly and so affordable.

Before going to a lot of trouble to refinish the table try using a paste wax. Sometimes when I refinish something if the surface is tacky I wax it then later come back with a clean cloth and buff it down.
If you want to see what the solvent in your paint is look at the “clean up” instructions. If it says to clean up with soap and water then it is a latex or water base. If it says to clean up with mineral spirits then it is an oil base.
If you have to start over go to a regular paint store and take a bag of your paint with you. Tell them the problem. They might be able to help you or they might have to sell you a paint remover so you can start over.
I think you put too much Polycrylic on if it took two days. Should have only taken a few hours. About 1 hour per coat. You may need to remove the Polycrylic and start over. Mineral spirits should remove most of it. I always use three coats and usually takes me around three to four hours.
It’s most likely what you put on before the polyurethane. You probably used an oil based product. Oil based products take a bit longer to dry. Even though it feels dry it probably isn’t dry enough. I had this happen with a project many years ago. I used a boiled linseed oil finish with poly over the top. Never did dry. I had to sand through off the poly and the linseed oil. Quite a job because oils penetrate wood deeply. So, I hate to say that you need to do the same. Then, throw your poly away. This is only one of the problems with poly. Get yourself a can of ‘Minwax Brushing Lacquer’ (or any other brand).
