You would want to pressure wash and scrape any old paint, if applicable. The material should be galvanized steel. Since it's corrugated, I would definitely go for spray painting. You will need to prime it and use a paint that is specifically designed for galvanized surfaces.
Actual Quanset huts are made of zinc-plated steel.
If you must paint, pressure wash to remove all soil and loose rust. Fix all perforations. Apply Rustoleum primer or a zinc base primer. Allow 30 days to cure and 1 week to dry after rain. Cover with a compatible finish.
If it were me and it's the outside, I'd get a commercial roofer to apply a white reflective roof sealer. It's a rubber-like finish that is waterproof, seals and can be applied to a clean, intact, surface in less than a day (like Flex-Seal").
