Use a tension rod.
Command hooks, tension rods, compression shades or twist and fit curtain rod.
You can also use Command Hooks, and sew little loops at points across the curtains where the pleats are, or where you'd like them to be, and hook them on the hooks.

It looks like a traditional rod but works inside the window frame. I'm thinking of buying one for a door that has a window.
