talk to police?
Report him to your local police service immediately. They should go over and check him out and they should also do a search on him for any reported strange behaviour.
Ask him why
Notify the police and explain the cameras are pointing towards your home and invade your privacy. That’s the short term answer. Then add fence panels and planting’s that block the view for a more long term approach. If you are in a rental property, use large potted plants and movable fence panels, think room dividers for the outside. If the neighbor is in a rental report him to the landlord.
I'd call your police department before things escalate.
What kind of pole is it? Something he put up or a utility pole? If a utility pole call the utility company and ask them if it can be removed. It's not his property. Also make sure your home is secure. Do you have money for a wireless security system? Do you have a dog? Keep the police updated. Sorry you're in this situation.

If the camera is pointed towards your home you can blind the camera by shining a high intensity light on it. A strong LED flashlight or laser light would blind it.
