Hope this is what you are asking!
Start by leveling your base for the storage tank. This usually done with gravel/sand with pavers or concrete blocks on top that are leveled.
Trying to answer again & sorry that the sensor suggestions won't work for you. I doubt you can get an accurate indicator of the water line unless you have a sensor internally in the tank. You may be able to get a "guesstimate" by using sound. Sort of like searching for a stud behind drywall.....use a hammer or tool to tap on the outside of the tank and as you tap up and down in a certain area you'll "hear" a difference in tone where the water is and isn't. That's the best I've got!
