Painting linoleum doesn't work, don't waste your time or money. With tile, take the time to do the prep work and cleaning before you paint, or you will need to do it again. Also, take the time to properly cure your painted surface before you seal it with a protective coat. Takes several days to complete.
It can be done, but a lot of work to do it properly, best to you

I used Kilz paint or use any really good primer. Then I used Kitchen and Bath paint. One coat primer, one coat paint. It looked awesome. Went on the lino around the tub and the floors in my bathroom. We moved after 9 years and it was still there looking awesome. We had 5 cats and they didn't ruin it at all. Good luck. I used a thick roller and didn't spare the paint. Be patient with the drying. Stay off the floor for at least 24 hours between coats.
