You can clean them by soaking them in vinegar(white or cider) then WD 40. I don’t know about sharping

I used to use a product called Naval Jelly to clean off rust. I don't know if it is still available. Rust can be removed with a wire wheel in a drill. Wear safety gear.
WD40 and steel wool pad or green kitchen scrubby to clean them. A sharpening stone to sharpen them. Should have the stones in garden department.
After I clean my garden hand tools for the season, I place the cutting edges in a bucket of sand for winter storage.
