If the question is: how to repaint the wood frame of window ? Scrape loose, flakey paint, then use sandpaper to smooth surface. If the frame is exposed to the elements , use exterior primer and paint.
I just stenciled on glass this week. i got 'outdoor' craft paint and stencils at Michael's. Best wishes. PS- I only cleaned the glass, and I left the chippy paint and all the crumbly caulk, etc to add character. :)
I would leave the frame alone and go to a dollar store. I purchased a stencil from there and did this to a mirror

I too love the frame as is, clean the glass thoroughly and degrease. The stencil with a 3D medium which will look much better. You can then add wreaths or change the decor with the Seasons. I can't wait to see the finished result, happy crafting 😊😊😊
If you leave the frame “chippy” then mix some Elmer’s glue and water so it’s like the consistency of thin paint. Paint that over the frame. This will keep it from chipping anymore. Good luck
I'd lightly sand the frame, then apply was finish to protect it.
It is likely lead based paint so keep it and the chips away from kids and other living creatures. You might stabilize the paint with a spray clear coating. Then how about a collage of photos of your hobby, or family, or whatever using the front and back sides of the glass with the photos all facing the front. It would give a 3-D effect to the collage and could even be used as a statement of older or in the past subjects in the back and the current subjects on the front side. For example, a first junkier car on the back and your current Jaguar XJ on the front, or a third grade pic on the back and a current pic on the front. Just a thought.
