When you X out a popup it should go away but many are persistent and will come back. Go into your browser settings and go to privacy or security and enable the popup blocker. Which site are you trying to access?? Not always able to see it,depends on site you are on some sites require you join them first so they block their content from access. Some require location,or for you to remove AdBlock if you are using it. all these are used to access your information.
