I have a tear and small hole on my long black heavy material in nylon coat. How can I fix this? Thanking you in advance

did you put it in the Dishwasher ? you MIGHT be able to very Very carefully peel it off, and re'glue with ModPodge water proof glue ... if the above doesn't work --- what do you have to loose ...
I would trim whatever is peeling off with an X-actor knife to prevent further peeling. I don't think there's much else you can do except stop further damage this way.
Buy a new one.
Maybe you can peel the edges off and glue it again with a sponge and mod-podge glue.
Cover it with a thick layer of transparent nail polish at the end
