How can I fix this reoccurring problem?
This crack, where the wall and ceiling meets, gets bigger in the cold weather and closes up in the hot weather.

My parents had a similar problem in a house they built several years ago. It was caused from the oak framing that contracted/shrunk in the cold weather and expanded in the warm weather. As the supports shrunk, the wall/ceiling would move slightly and refresh the joint crack! Their final fix was to mount ceiling cove that was nailed only to the ceiling. That way when the wall and ceiling moved in the winter, the cove would slide along the wall, but the crack wouldn't show.
Trim is about all I found to work as well. It shift with the wall it is attached to and hides the crack.

depending on where you live, but that looks like a foundation issue.
