Try roughing the surface with some fine sandpaper to help the paint to stick. Then spray in light, multiple coats. First a “tack” coat to stick to the metal-just a light, steady pass from left to right. Let dry a little while and come back with a first coat. Again move left to right, starting the spray before it strikes the item; and spraying till just passing the end of it. Spray slowly enough to lightly coat it, but not so slow that the paint puddles or runs. Too fast and it can look like a dusting. Practice a little on cardboard. Keep the tip moving steadily and parallel to the surface.
Scuff the surface with 220 grit sandpaper or a green kitchen scrubby. Wipe it down well. Use Rustoleum spray paint for metal. Several light coats will give you a smooth finish.
