Yes! Use oil based kilz and then top with enamel or U can choose to top coat with 2 part epoxy. Add color with pigment like gold, silver, pearl, metallic etc. available at Amazon. Purchase a kitchen torch for $13 to remove bubbles. Check out U-Tube on epoxy finishes.

I would clean it very well, first with a tile cleaner, rinse and rinse
and then clean with TSP solution.
Rinse well & dry.
Kilz & epoxy both have high VOCs and you’ll need to run the fan and have additional fans. I would wait until it warms up so that the windows can be open.
You’ll need to wear gloves and a mask too.

The only difference would be that you would need a primer first, I'd use BIN shellac, it's smelly but will really stick and give you a good surface to paint.
