I'll take a stab at that one---although I have to say that the question as written is pretty obscure.
If you are talking about paper you put in a notebook binder, that is often referred to as loose leaf paper and could be referred to as "general loose leaf paper".
On another note, there is a company that makes lawn and leaf bags. Their website info calls it General Paper Lawn and Leaf Bags. I only went in that direction because it contained 3 words in your question -general, leaf, and paper.
