Perhaps you could use large paper clips?
Curtain rod and hook hardware comes in many different styles.
The style of hooks that is best depends on the type of fabric of your curtains, the weight of your fabric, the size of the curtains, how the curtains attach to the hooks (pleats, grommets, etc.) and if you want to open and close them as drapes, or hang only at the sides as panels.
Please post a picture of your curtains so that we can see exactly what you are starting with.
Hooks are under $10.00 a bag - so be careful don't spend too much money / effort to make something when you can buy the proper hook. Also can be had at garage sales.
IF you really want to go to to the trouble, you can make curtain hooks out of metal clothes hangers by cutting the hangers into pieces and fashioning them into round hooks or making rectangular ones. Or you can buy a roll of wire at the hardware store and do the same, if that's the look you want.
