The propellant in spray paint will melt the foam.
You can spray latex paint on it, or brush it. It may not bind without first priming it.
No reason why you can't. Try a latex paint which is water based. Solid foam is sometimes used to decorate the exterior of new homes before they are stuccoed and it lasts forever.

I would try chalk paint, it should work well on the hardened spray foam.
