Sand it, wipe it down with alcohol & then prime with a binding sealing primer.
You should stick with oil, nothing better for durability. If you are painting metal, you have to or it will. Rust.
Cheryl has it. Sand to remove any gloss. Prime with Kilz primer. Then paint.
Kim: you can use another oil-based paint. Or use KILS primer first.
I would sand it first and follow that with a new coat of oil based primer. After that, you can use any paint on top. I've had good luck using Behr paints. Chalk paint would work well, too. Just be sure to use an oil based primer.
Use a primer such as Zinsser Bullseye 1-2-3 and then use your latex. Tint your primer the same color as your final coat.
