How can I make a door that opens in open out?

Jen, usually changing the door swing is simply rehanging the hinges and door itself plus a little paint to fix the previous side of the jam. However, if the door would swing out into a hallway, this is a fire hazard.
Yes, re-cutting the hinge butts is a matter of chiseling out the jamb set & the door edge.
Barn door hardware would allow you to hang the door on either side of the wall. It’s not going to make the door lock-able, IMO.
