Yes, it can. Then you can have the money adhere with string or clothes pins (spray painted as well), probably other items but those are my first thoughts.
Yes then I would put it in a small pot and fill with cement for weight stand the branch up in it till dry then get tiny clothes pins and hot glue them all over to hold bills
