If it's an old tile floor, it might be coated with wax that was never removed. If you think that is the problem, try ammonia.

If it's just dirt, I'd give it a good scrubbing with baking soda paste. The easiest way for me to do that is to sprinkle baking soda on one area of the floor at a time, them scrub it in with a warm water on a sponge or cloth. Let that sit for a while, then spray the whole thing with vinegar. Walk away again for 5-10 mins that wipe it all up with clean warm water. It's a bit more work than some available chemical cleaners, but I've found that it does a good job and is safe for the environment. Wishing you the best.

Floor tile, this recipe has never failed me for daily mopping:
1 cup baking soda
1 cup white cleaning vinegar
1 Tbsp blue Dawn
2 gallons hot water (I boil about 1/2 of mine)
For a deep clean, you can do a 50/50 vinegar and dawn and let sit, then scrub.
