I'm sure you could! Just be sure to use pallets that are not chemically treated. You could hinge them together, or wire them together. You could install latches (the long swinging ones) so that the pen can be completely broken down.
For a really cute doggy theme-
You could use dog collars to hold them together and put paw prints on the pallets. Add a "Canine Corral" sign to complete the look!
Hello Judy; I personally have used pallets for a vast number of things. As the Hometalker above stated, you can easily use wire, hinges, or you can ever use a drill and bits to make it studier.

SIMPLE project with six pallets and buildind a shed roof. Take Three pallets and connect together to bake three walls. For the front and fourth piece cut and opening in the pallet for your dogs opening. The fifth pallet will be used for the floor of the dog house. Now you have a square with a floor. For your shed roof. you will need to elevate the front of the Dog house3-4 " by adding a 2x4 on edge, then place the final pallet on top and cover with a piece of plywood., your roof. You can now cover the side with plywood to enclose or by adding pallet boards to fill in opening between pallet boards.
