If you're speaking of your glass top stove, use a flat edge razor blade gently and it won't scratch, otherwise try a plastic putty knife.

First use a ceramic cream cleanser. Use just a small amount of cleanser and a lot of warm water. Take a white or pink nylon scrubby (the green is too harsh) and scrub the bad areas. Keeping all the cleanser and water still on the top, use a brand new razor blade to scrape the worst spots. Keep a low angle. It's important not to leave etching on the surface. Now wipe up the debris you've loosened with a paper towel and dry the surface. Do not rinse.

In expensive cleaner for glass tops shines and cleans but I carefully us a one sided razor blade on side to get the tough stuff but this might be scratching.
