If it won't come clean with glass cleaner then the cloudiness is in the silvering. Age and/or moisture has penetrated the silvering. Nothing can be done.

If it is the silvering, try using lacy cling-type decals or attach sheer fabric, such as lace or other "holey" material. This can be done by dipping the fabric into liquid starch and lightly squeezing it out before smoothing it onto the mirror.
window cleaner and paper towels
Hello there. This has been my biggest gripe, cleaning window panes and mirrors. Living in Florida, need I say more? I found using a mixture of dish detergent, I use dawn, and vinegar, add water to make up a cleaning solution, or use a pail/ container, and this has been my best solution so far. As for the measurements, I eyeball it but there are many bloggers who can give you the exact measurement. Happy Cleaning!
Of it's the silver backing you can have it re-silvered. Try your local glass shop.
Pour white vinegar in a spray bottle, and spray it on cloudy mirrors while being careful not to get it on wood surfaces. Immediately wipe the mirrors with waded up newspaper. Surprisingly, newsprint does a better job than ordinary paper towels. The cloudy film should wipe right off!
