How do I remove some rust and then paint wrought iron chairs?

My chairs are black now, but I would like to paint them another color. Is that a good idea?

    Sand paper off the old rust. Rinse with cold water. Let dry completely. Use Rust-Resistant Primer. Paint. Repaint after 5 years over existing paint to refresh. Meantime, just wipe down with damp rag to clean. OR you could clean them like cast-iron skillets minus the seasoning. Hope this helps. :)

    Depending on how bad the rust is (and the paint is not peeling) apply a rustoleum spray primer allow to dry and paint with Rustoleums 2x spray paint available in a very large selection of color.

    Clean off the bad areas of rust and Prime. Dab in those areas to bring it up to level of original. Then over Paint with Metal Paint.
