The Easy Way to Clean Your Shower Head
Yep! Using vinegar with the plastic bag works great! I also use an old toothbrush after the vinegar treatment for scrubbing and sometimes wooden toothpicks to open the holes up.
I'd use straight up vinegar. Just unscrew the shower head and soak it in a bowl of vinegar... it will completely dissolve the lime. Take a look at this post I wrote and see what I cleaned with simple vinegar!

Just soak in white vinegar.
Vinegar. Put the vinegar into a baggie and use a twist tie or rubber band to seal it and hold it in place. Let it sit overnight and the next day rinse.
