I'd use a dot of Velcro on the tree and the back of the ornaments. I know it limits where the kids can put them, but at least they will stick. Wishing you the best of luck.

Using only the hooked part of the Velcro on the ornament will get it to stick onto the felt tree.

Aleenes's Tack it Over and Over should work for you... apply the glue on the back of the ornament and let it dry until clear... and don't set it where the cat can walk on it (been there...done that... beaded appliques all over the cat)

Could you use Velcro circles on the ornaments?

I haven't tried that, so I don't know for sure, but it might. You could try a piece and see.

Sounds like you used an acrylic felt, not natural fibre. I would try velcro on the ornaments. First test to see which side of the velcro will stick itself to the tree without using both halves of velcro.
