I don't know of any method without a glass cutter (they are REALLY cheap). Only other way is to take the glass to a glass shop and let them do it. Shouldn't cost much.
Using a glass cutter is the only way, as Ken says. If you do it yourself, be sure that you don't attempt sharp curves or corners. Make your score line in one pass; don't lift the cutter once you begin. And use a light lubricating oil to keep the score line neat. If you plan to do much cutting, it's best to invest in a cutter from the craft store that has an oil reservoir built in. One more word: never try to cut tempered glass, as it will shatter or even explode. Good luck
