Try hot glue, I made a cork board stick, from a 3 ft strip of wood, and glued it vertically, it has held of so far. One year old.

Hot glue may melt your foam, as will certain glues. Try any glue in an inconspicuous place first.
Long term year after year I have found hot glue can get brittle in my holiday crafts, perhaps the storage temperature fluctuation, that may be a consideration.
E6000 and gorilla glue are another option. Using gorilla glue is chalkenging as it expands 3x.
E6000 is not recommended for use on Styrofoam™, polystyrene, polyethylene or polypropylene plastics. (according to their website

But I do love this glue for everything else
Try some construction adhesive. They will definitely stay on.
