How can I make something like a slip cover to cover this couch (pic)?
I have 2 couches that are actually 2 recliners with a compartment in the middle with cup holders. I have looked everywhere for something to cover them. (Slip cover) Can anyone help me figure out how to do this?

I'd say, use 2 recliner covers & cover the middle section with a coordinating fabric. If you still use the cup holders, you can cover the middle in sections.
I would sand it, then spray paint with enamel paint. I did this with a chair, came out great. I used 2 coats.
This looks like pleather, and you can make slip covers for it, but I would use an old sheet for practice, after creating a pattern.
Hoe much is your time worth? Maybe you can modify two slip covers for less time and money.

As others have suggested, the best and least expensive way to "fix" your couch is to lightly sand, vacuum, and then paint the surface. There are many Youtube videos available showing info about how to and tips to have the best results.
I just thought of another possible option....You might purchase some upholstery material that coordinates with the base of the couch, use a heavy-duty spray adhesive to apply the damaged area and then lay the upholstery over the adhesive tucking it carefully into the areas beneath the arms. If you measured carefully prior to adhering, you could possibly cut the upholstery to size and hem the edges so there would be no fraying.
