Yes you can spray paint the frame.Use painters tape to protect the mirror .Rustoeleum offers spray paint in a variety of color and finishes.
You could glue sand dollars and shells to it!
Janet's idea of Rust-Oleum is a great one. I have used the all-in-one with a trigger sprayer in metallic several times and it works great. It doesn't ever seem to run. And they have several different metallic finishes.
What is you remove the frame and add a small tile border around it. They make peel and stick back splashes you can easily cut and just adhere to the mirror.
they a new product it is called mirror paint. Have not used it but i am wanting to try some on my mirrors. They do lots of craft projects with it. hope this helps.
