I think clothes pins are your best way to go. Don't forget that you can decorate the clothes pins as well by wiping a paint wash on them, painting them outright or even using pieces of fabric that you cover with glue in order to give it a awesome decoupauged look. I just had another thought about magnets. You could get a very thin lightweight magnet and glue it on the back of each picture and then have set spots on the shutter where you can put pictures...where you will glue a small washer on it, just paint the washer the same color that you have painted or stained the shutter and it'll blend in perfectly.
