Maybe you can hammer it in to get it all the way through
Some staple guns have settings for different size staples. Does the staple gun your using have settings? Like 1/2" etc.
my electric staple gun has a red knob you turn for pressure control. i think it is a craftsman. older. are you trying to staple through the foam and fabric? you should be pulling the fabric over the foam and staple on the backside of the wood panel. put one staple in, go to opposite side of item. place another staple keeping fabric taught. do the same on the other sides. work slowly, smoothing out the fabric and don't overstretch it or you will get puckers. good luck.
I have a DeWALT Stapler/Nailer...it came with some staples and nails...I was doing what you were doing and my staples weren't going through the foam and fabric, so I looked at my staples and noticed I had different length staples, the ones I was using when they wouldn't go through were a little bit longer, I put in the shorter ones and it worked like a charm. So it MIGHT be your staple size...I hope this helps
